[R] Problems with downloading R 1.3.0

You don't even tell us where you are downloading from!  The files are
correct on the Vienna node, but could be broken on a mirror.

You are on JANET, so behind a cache.  Make sure you get the cache flushed,
as I suspect that there are incomplete copies in the cache (and someone,
maybe even you, terminated a download prematurely).

The recommended download is SetupR.exe: you will need to get a lot more
pieces for a complete installation than those zip files (for example
the recommended packages).

You would do better to talk to your local sysadmins than ask R-help,
as they will know about the local conditions.
