Shorten your PATH, please, as it's the same problem as rwinst.exe.
It needs to be less than 264 chars.  Alternatively, get

http://www.stats.ox.ac.uk/pub/bdr/RWin/Rpre/rw1021sp.zip

and extract Rcmd.exe from it (but please don't use anything else).
