[R] Main R Project and CRAN sites down?

It's not an error, it's a kludge. :-)

I set up many of the mirror sites to point to franz.stat.wisc.edu, the
machine that is cran.us.r-project.org, and within the apache
configuration on that machine do a redirect to the real mirror site.

The reason for the kludge is because I can change the apache
configuration on franz myself but I need to go through a couple of
levels of requests to get the DNS configuration for the r-project.org
domain changed.
