[R] Building an R package under Windows NT

The emme2 package is not in the $RHOME/library directory.  My sh.exe is the
most current one from the tools available at
http://www.stats.ox.ac.uk/pub/Rtools/.    I searched for sh.exe and that is
only one I've got on my system.
