[R] can R be run without installation on to a computer

If the term 'CD' here includes a DVD, then you might look at Quantian, 
which is a Linux variant that boots off a DVD and includes R as well as 
many if not all CRAN and Bioconductor packages.

That might be one way to get around those nasty IT guys ;-D
