[R] anyone having trouble accesing CRAN?

Notice that getCRANmirrors() without the local.only=TRUE gets its list from ...tada.... cran.r-project.org. 

Arguably, that might be in for a change. Meanwhile, you might just use cloud.r-project.org right away.
