[BioC] bioconductor vs dchip

i can not quantify the differnce, but i can say that when the 
bioconducotor version was written it was done following Li and Wong's 
PNAS paper (with some help from Cheng Li with respect to the defaults). It 
was not written to try to reproduce dChip (which is free for academics but 
not open source)
