[BioC] error in installing Bioconductor development packages

Hi Tom,

Thanks for reporting this.  We've been "upgrading" our build process
and, unfortunately, it seems we haven't worked out all the kinks.

I believe that I have fixed it.  Can you please try again and let us
know if you encounter further difficulties?
